This article is a wonderful example of viewing new opportunities through the lens of yesterday's limitations. The focus is on using technology to stop plagiarism. I agree that cheating is developing into a significant problem...but the real problem is not the learner. The problem rests with the way we design our learning activities. Make the demonstration of learning more authentic, more collaborative, more diverse, and suddenly plagiarism isn't an issue. Design learning demonstration to consist of repeating facts...and where only the end product (not the process) is evaluated, and you'll get plagiarism. Duh.

It is a really interesting example of the way education spends so much time trying to fit new learning tools into old paradigms.
